The People of Ryoko Owari (Under Construction)
Amid the rolling hills and gentle plains of the Scorpion Clan's territory rests one of the largest cities in the Empire: Ryoko Owari, a city whose walls are as green as jade. But behind the beautiful city's gleaming gates lie dark secrets, hidden treasures and poisoned knives. Ryoko Owari serves as the darkest lair of intrigue in the Emerald Empire. Geisha, sake works, and even more sinister vices await the unwary traveler who dares seek his fate in the cold black heart of the city. Brave her streets if you dare, but beware, for danger hides behind painted faces...
Ryoko Owari Toshi is affectionately called the City of Stories by those who live there, and the City of Lies by those who know it's true nature. Alternatively, it is sometimes referred to as Journey's End, City of Green Walls (the walls are crafted from limestone), or simply the popular shortened form, Ryoko Owari. Ryoko Owari has a reputation for being a hotbed of criminal activity, having many gambling dens, geisha houses and opium parlors. The city maintains a mask of legitimacy as Rokugan's center for medicinal opium trade. Poppies are grown in vast fields that surround the city, and it's involvement in the opium trade (both legal and illegal) make the city very profitable for its rulers.

Ashidaka Naritoki - the previous Emerald Magistrate stationed in Ryoko Owari; your immediate predecessor who succeeded Matsu Shigeko after her resignation. She suffered an unforeseen demise, therefore, was unable to prepare an updated dossier. Due to the assassination of the previous Emerald Magistrate, and the resignation of her predecessor, multiple magistrates are being assigned to Ryoko Owari this time. The investigation into Naritoki's assassin has been given top priority by the Emerald Champion.
Matsu Shigeko - Ashidaka Naritoki's predecessor. Shigeko prepared "Shigeko's Dossier" 3 years ago for her successor, Naritoki.
Meishozo Nisei - Imperial Magistrate and Witch-Hunter responsible for patrolling the Crab, Crane, and Scorpion lands to help keep the Empire pure of all corruption. Misei has absolute authority to execute maho-tsukai and monitor asylums of the Tainted.
Doji Oruku - Crane Clan Magistrate visiting Ryoko Owari, and long-time friend to Tsukiko. Oruko agrees to help the party in their investigation during the night of the Bon Festival in the wake of the Oni murdering several Crane emissaries.
Togashi Ikyoto - a mysterious, tattooed Ise Zumi that has been both an adversary and ally to the magistrates all within the short span of a single night during the Bon Festival. His motivations remain unclear and enigmatic.
Doji Tsumetsu - Crane hatamoto who resides at the Crane Consulate in Ryoko Owari, and is charge of all Crane affairs in the city. Oruko has worked closely with Tsumetsu. The magistrates make a quick ally out of the hatamoto after saving his house from the Oni. The hatamoto's father, Ukidanu, also resides at the Consulate, and is a notoriously talented player of Go and other games, even in his old age.
Whisper - a lowly merchant in Ryoko Owari who was in the wrong place at the wrong time, according to his side of the story.
Shosuro Hyobu - The Governor of Ryoko Owari. Her son, Jocho, leads the Thunder Guards.
Shosuro Jocho - the son of the Governor, Hyobu, and leader of the Thunder Guards.
Shosuro Kimi - the daughter of the Governor, Hyobu, who is engaged to Ide Asamitsu.
The Thunder Guard - aka “Red Plumes”, the personal army of Shosuro Hyobu, led by her son Shosuro Jocho.
Yogo Osako - The most-trusted of Hyobu's magistrates. An honorable samurai-ko, without any record or testimony of ever being drunk or causing any shame to her duty. Generally a competent and dedicated investigator.
Bayushi Korechika - the local head of the Bayushi family in Ryoko Owari.
Soshi Seiryoku - prominent and influential merchant patroness.
Shinjo Yoshifusa - the leader of the Unicorn clan in Ryoko Owari.
Ide Baranato - honorable and skilled healer of the Unicorn Clan, and advisor to Yoshifusa.
Agasha Ogoie - a visiting dignitary from the Dragon Clan, of high station and with some influence in Otosan Uchi.
The Firemen - aka “Kajinin" - at some point in the history of Ryoko Owari, the Governor stopped paying for firefighters. The neighborhoods of the city responded by hiring or forming their own groups to put out fires. (Given the prevalence of wooden buildings, fire is a major threat to social order.) These groups of firemen have become more than simple blaze-fighters, however. In some cases, the kajinin have become casual police forces, enforcing their own (largely unwritten) neighborhood laws. In some cases this is a boon, when it prevents minor problems from being troubling the Thunder Guard or Emerald Magistrate. In other areas, it is very difficult to tell the difference between these "neighborhood watches" and a criminal syndicate. Currently, each official fire fighting organization receives a sum of money from Shosuro Hyobu for their services. They are loyal to her in return for this money (which in some cases is little more than a bribe paid in return for peace and quiet), and also out of fear of the Thunder Guard.
The "Leatherworkers" - The eta live differently in Ryoko Owari than anywhere else in Rokugan. The eta are compensated with a specific sum per day to remove dung and refuse from the city, and may then sell it to farmers surrounding the city to repair the infertile soil. The money collected by the eta for this purpose is never taxed, nor are the proceeds of their sale to farmers outside of the city. So they get paid both to collect it, and get paid again to deliver it, and pay no taxes on either transaction. The city has been noticeably cleaner, and the soil around the city is kept fertile, which means the harvests have substantially improved since this was implemented over 5 years ago, allowing for lower food prices for everyone in the city (not to mention lower rice prices for sake brewers).
